A market at the beginning of its curve

Peru brought online gaming under a licensing framework administered by MINCETUR, with licensing and technical certification requirements attached. It is a smaller market than Brazil or Colombia, and it is early in the cycle that Colombia has already run.

Early-stage licensed markets have a characteristic and temporary shape: acquisition is cheap relative to what it will cost, brand preferences are unformed, the affiliate ecosystem has not consolidated its leverage, and the operators who establish a search and content position do so against thin competition. Every one of those advantages decays as the market matures, and they decay together.

What it changes about CRM

The temptation in an early market is to run acquisition hard and defer the retention build. That is usually the wrong order, for a reason specific to how these markets mature.

Players acquired in the first phase of a regulated market are the most valuable cohort the market will produce — they arrive before competitive bidding inflates their cost, and if they form a brand preference with you, they carry it through the market's entire maturation. Acquiring them into a programme that cannot retain them means paying the cheap rate for players you then hand to whoever builds the better experience next year.

Build the retention machinery before the acquisition push, not after it. In an early market, the cost of retaining a player is at its lowest and the lifetime value of getting it right is at its highest — the ordering that feels cautious is actually the aggressive one.

Practically, that means a working segmentation model, functioning behavioural triggers, and a bonus ladder calibrated to local behaviour, all live at launch rather than in the second year's roadmap.

What it changes about acquisition

Search is unusually accessible in early-stage markets: the query space exists, and comparatively little quality content occupies it. An operator or affiliate that builds a genuine topical position in Peru now is competing against a fraction of the material it would face in Colombia.
